That Just Leaves the Bill....

Outside, Axel had nearly finished his cigarette, the tip glowing red in the dark.
Roxas watched as the redhead stepped closer, his cigarette giving away his location.
“Have you ever tried smoking?” Axel asked curiously, taking a shallow drag.
“No,” the blonde answered plainly, the crisp cold air filling his lungs.
“Ever consider trying it?” the taller employee offered, now within arm’s length of the other male.
When the blonde didn’t answer, Axel took a deep drag before leaning down, his face dangerously close to Roxas’, their lips inches away.
The shorter male opened his mouth a sliver, enough for the redhead to press against him and allowing the smoke to transfer between the two.
Roxas coughed as the smoke scratched his throat, the taste bitter on his tongue.
Axel pulled back, taking the final drag of his cigarette before flicking it to the ground and stepping on it, his heel grinding it into the cement.
“I’ve got to get back to the kitchen,” the redhead stated, opening the door and disappearing inside, letting the metal slam shut behind him.
The blonde took a second to compose himself before heading back into the restaurant. As he passed the kitchen, Axel caught his eye, making him stop in his tracks. The redhead gave him a playful wink followed by a smirk. Roxas blushed lightly, butterflies flittering about his stomach. He gave the older man a small wave before heading back to his post at the front door.

As Seifer neared Hayner’s table and noticed that the other two were missing, he set their ordered food on the polished surface and sat down across from the seated blonde.
“When’d they leave?” he asked coldly, crossing his legs.
“A few minutes ago,” Hayner answered miserably, twirling the straw in his drink.
“Figures,” Seifer stated, rolling his eyes.
“I can’t believe they left….” the camo-clad male lamented.
“Don’t let it get to you,” the waiter said uncharacteristically, brushing a lock of hair from his eyes.
“I know I shouldn’t let it but they’re my friends,” Hayner replied sadly, looking up at the other male.
“Doesn’t sound like it.”
“Yeah, I guess…”
“So how do you plan on getting home?” Seifer questioned.
“I dunno,” was the blonde’s glum response, “Probably take the bus home or something…”
“Do you want me to bring the check over?”
“Sure,” Hayner answered, “I kind of lost my appetite anyway.”
The waiter in drag went to retrieve the check, leaving the seated blonde slouching in the booth.
Seifer returned, setting the check down before saying,
“I’ve gotta go wait on my other tables.”
Sighing, Hayner picked up the check, scanning the bottom for the total.
“Shit,” he mumbled under his breath as he looked at the price. He pulled his wallet from his pocket and opened it, counting how much munny he had on him. He glanced between the total and how much he had, hoping that there was some sort of mistake or his eyes were wrong.
Hayner waited for Seifer’s return glumly, almost dreading to tell him that he didn’t have enough to pay for the uneaten meal.

Now here's where I need some help: Should 1)Seifer offer to pay for the meal 2)make Hayner work the bill off or 3)something else you can think of?

Please let me now because I can't decide if Seifer should be evil or actually go easy on Hayner.
